POSITION SUMMARY:
Under the supervision of the Chief Executive Officer, (National or International) responsible for planning, organizing and supervising the operations of the Microbusiness and Affordable Housing Department. Responsible for fundraising, grant applications, monitoring, and submission of all grant related paperwork and adherence to Federal, State, local and International regulations. Directs the implementation of complex housing and community development strategies that includes effective utilization of lending resources available through PMHDC. Oversees and actively provides the technical assistance services, lending and development activities undertaken by the Microbusiness and Affordable Housing department.
DUTIES AND RESPONSIBILITIES:
Oversees and actively participates in the provision of highly skilled and complex technical assistance services designed to build the capacity of rural and nonprofit community development organizations to provide, develop, own and manage housing and community development projects and services. Community relations and resource mobilization, developing partnerships, collaborations are also priorities.
Oversees and actively participates in all the activities and services provided by the Lending Division, including adherence to lending policies relating to loan processing and underwriting, making loans, loan servicing and reporting. Regularly assesses and makes recommendations as needed regarding the performance of the loan fund. This includes the use of sound, complex financing strategies to facilitate successful project development and managing multiple projects dealing with commercial real estate mortgages, equity portfolio management and commercial capital markets.
Oversees housing development and Micro Business activities and services undertaken by the department, which may include the provision of homeownership, owner-occupied home repair, rental housing, housing education and counseling, micro business loans and other services. Supervises the services provided by contracted property management providers. Designs and administers projects including resource identification, policies and procedures, budgeting, management, regulatory compliance and reporting.
Responsible for fund raising activities including the preparation of grant and financing applications and monitoring the performance of these activities. Oversees the preparation of routine reports, payment draw downs and other grant related documentation to adhere to Federal, State, local and international regulations.
Acts as a liaison working with rural communities, community development organizations and private entities to identify and obtain resources for the advancement and fulfillment of housing and community development needs; establishes linkages with other programs and funding sources to provide services and housing to low income rural residents.
Consults and coordinates activities and services with Federal, State and local officials and community development organizations regarding program implementation, client services and eligibility, grant and financing requirements, compliance with regulations, and other administrative details; ensures that all laws, statutes or regulations have been fully complied with.
Manages operations of the PPEP Housing Division, supervises administrative, professional/para-professional staff. Assigns, coordinates and evaluates the work of staff. Oversees the provision of resources used to support the provision of technical assistance, lending and development activities. Conducts staff meetings and training workshops, interviews and hires staff.
Oversees the development and maintenance of micro enterprise operations internationally to develop and establish micro loan funds, and funding streams for international interests. Participates in the development of grants, and other relevant funding resources.
Advises the CEO on operational, financial and programmatic considerations, including strategic planning and performance relating to the goals and objectives of PMHDC and the Housing Division and how to improve upon the delivery of PMHDC services.
Participates with, supports and directs, the PPEP Foundation Board with their development activities. Including fund raising and grant writing for scholarships and development projects.
Oversees the development of budgets for the operation of the department and technical assistance, development and lending services. Evaluates performance based on financial reports. Oversees the compilation of statistical reports, financial documentation and program records and reviews reports for accuracy and completeness; prepares required reports and monitors budget and other financial records as required. . Reviews and authorizes program purchases and expenditures. ULTIMATE GOAL TO MAKE PMHDC MICRO LENDING AND HOUSING DEVELOPMENT SUSTAINABLE WITH MINIMUM LOSSES.

MINIMUM QUALIFICATIONS:
Bachelor?s degree in Business or Public Administration, Finance or a related field.
Six (6) years of prior work experience in construction finance or general contracting, housing development, mortgage underwriting or business loans.
Proficiency in MSWord, Excel and database programs and other relevant software.
Valid Arizona driver?s license and clearance/approval from corporate auto insurer.

Any combination of academic education, professional training or work experience, which demonstrates the ability to perform the duties of the position.
PREFERRED QUALIFICATIONS:
Master?s degree in Business or Public Administration, Finance or a related field.
Three (3) years prior work experience in social or human services programs especially those serving low-income, rural residents. Graduate of finance /banking college .
Bilingual (Spanish/English)
PHYSICAL REQUIREMENTS:
Must be able to see/read a computer monitor screen.
Ability to travel is required.
