This opportunity is for a Senior Cybersecurity Technical Advisor (CTA) at the Raytheon Missile Systems (RMS) Tucson, AZ facility. The person in this role reports directly to the GSS RMS Cybersecurity Department Manager. The CTAs primary focus is ensuring the confidentiality, integrity, and availability of Information Systems created for RMSs customers. They also collaborate closely with Information System (IS) Owners (ISOs), IS Security Managers (ISSMs), and IS Security Officers (ISSOs) to ensure effective implementation of information security requirements throughout a systems lifecycle. The CTA is a vital contributor to the department and works within a highly dynamic, fast-paced environment. The ideal candidate can perform the following: - Advise ISOs and ISSMs of best practices when implementing system security requirements, to include software engineering methodologies; system/security engineering principles; and secure design, architecture, and coding techniques. - Oversee and/or conduct security control assessments/vulnerability scans, review the adequacy of security controls and their ability to protect the critical information, and make recommendations to ISSMs as needed. This includes performing these duties locally and at other locations. - Assess, develop, and maintain a Cybersecurity training program. - Create, revise, and maintain unified, internal Cybersecurity policies/process documentation across the business unit. - Support ISSMs with Cybersecurity standardization by establishing and validating system boundaries, describing system architecture & functions, identifying information types, and recommending enhanced security solutions. - Coordinate with customers on risk management, emerging technologies and threats, and future security trends. - Coordinate system security related activities with ISOs, ISSMs and ISSOs. - Represent Cybersecurity in the configuration management process, to include provide guidance in acquisition/development activities that affect system security. - Assist security staff with coordinating and executing after-action reviews and corrective action plans. - Perform further responsibilities within Collateral, Sensitive Compartmented Information (SCI) and Special Access Program (SAP) activities within the organizations area of responsibility (AOR). Duties may also include the following as determined by the Cybersecurity Department Manager: - Oversee development, implementation, and evaluation of Cybersecurity program policy, with special emphasis on integrating, securing, and assessing existing networks. - Provide expert research and analysis to support expanding programs and areas of responsibility. - Evaluate threats and vulnerabilities to determine if additional safeguards/controls are needed. - Provide assistance in drafting Security Assessment Reports. - Travel periodically to RMS other business locations and customer/business partner facilities in support of Cybersecurity requirements. Required Security Clearance : - Possess a minimum of a current, final Secret security clearance (a current investigation is defined as an investigation not older than five years). - Must be able to obtain a DOD Top Secret/SCI security clearance. - Eligibility for additional clearances may also be required from the customer. Required Skills : - At least 6+ years experience in the cybersecurity and/or information assurance fields. - Must be DoD xxxx.01m IAM Level III qualified. - Experience with certification/authorization requirements as outlined in the NISPOM, DoD RMF, ICD 503, and NIST/JSIG. - Experience with developing and conducting Certification Test and Evaluations, and Security Test and Evaluations. - Experienced with the secure configuration, auditing, and certification of various operating systems (eg, Windows, Linux, Unix, MacOS). - Knowledge of network security architecture and systems security engineering concepts, to include topology, protocols, components, and principles (eg, application of defense/security-in-depth). - Excellent project management, organizational, and customer service skills. - Ability to develop solutions to moderately complex IS compliance and security problems. - Ability to travel to domestic business locations at least 15% of time. Desired Skills : - Excellent written communications skills and proven abilities in creating security-related documentation (eg, Concept of Operations documents, Certification and Accreditation/Assessment and Authorization packages, security test plans, etc.) - Experience with deploying and operating automated security scanning tools such as SCAP, Nessus, ACAS, HBSS, and SECSCN. - Excellent oral communications skills, and experienced in creating and delivering security-related briefings/training. - Ability to balance information security requirements with RMSs mission, goals, and culture. - Ability to manage time, make sound decisions, take independent action, analyze problems, and provide focused solutions. - High degree of attention to detail. Required Education : - Bachelors degree or relevant equivalent experience required. - Majors: Information Technology, Information Security, Computer Science, or other related discipline with 6 years of directly related experience. - Masters degree or higher preferred. xxxx4
